Hiscore Integrity - Smithing Analysis

The Hiscores are polluted by accounts which engage in unscrupulous activities.
Did some exploration into the Top 10,000 (top 6k technically) Blacksmiths of Old School Runescape.
The Leader board for Smithing is just a Microcosm.
Are Ban Waves, as they operate today, sufficient? If they are not sufficient:
How would you suggest that Jagex become more accountable? and
Do you believe that the game, at this point, would be able to survive if all Bots and RWT disappeared?

The root of the problem is that players are willing to buy in game gold to save themselves time.
Are Ban Waves, as they operate today, sufficient? If they are not sufficient:

I definitely recall the removal of Free-Trade being problematic and eventually overturned.
