No level requirements. If you bring the required items you can complete the quest immediately.
Items Required: 2 iron ore, 4 copper ore, 6 clay (*not soft clay*)
This is where Doric is found.
Talk to Doric, ask if you can use his anvils, he asks you to bring him 2 iron ore, 4 copper ore, and 6 clay; tell him you'll be right back. (You'll have to get those items if you didn't bring them with you) Talk to him again.
Quest Complete
